The Asia Rugby Annual General Meeting (AGM), held on Friday, November 8, 2024, at the Asawin Grand Convention Hotel in Bangkok, saw a momentous re-election of Qais Al Dhalai as the President of Asia Rugby for a second consecutive term. Al Dhalai received overwhelming support from 29 unions, underscoring his leadership in the growth and development of rugby across Asia. Al Dhalai will also serve as Asia Rugby’s representative on World Rugby’s Council.
Al Dhalai, who has led Asia Rugby through significant milestones in his first term, will continue to guide the organisation in its mission to promote and expand rugby at all levels throughout the region and have the sport flourish as per his first vow when taking the back in 2019.

His re-election is a reflection of the confidence and support from member unions, who recognise his dedication and vision for the future of rugby in Asia. Under his leadership, Asia Rugby has seen expanded membership to the Regional Governing Body, increased particpation, engagement and strategic partnerships that have strengthened rugby’s footprint.
“I am honoured and humbled to have been re-elected as President of Asia Rugby. The journey so far has been inspiring, and I look forward to continuing our work to advance rugby across the continent. I would like to thank the former Executive Committee for all their hard work and support. My re-election reflects the Council’s confidence in the vision and commitment to growth of rugby across Asia. Our focus will remain on strengthening the rugby community at all levels, including world class competitions, and development programmes throughout the region”, said Qais Al Dhalai following the announcement.
In addition to the presidential election, the AGM also included the election of new members to Asia Rugby’s Executive Committee (EXCO). The role of Deputy President was once again awarded to Terence Khoo, who was re-elected for a second consecutive term. Khoo’s continued leadership is seen as integral to Asia Rugby’s strategic initiatives and efforts to foster collaboration and development within the region.

Executive Committee: Gerald Prabhu (India), Angelina Liu (Singapore), Mohamad Fahmy Bin Adb Jalil (Malaysia), Yudha Ramon (Indonesia), Batbayar Pureviargal (Mongolia), Aigul Jartybayeva (Kazakhstan) and Abdallah Jammal (Lebanon).
The Asia Rugby Council and AGM concluded with discussions on key initiatives for the coming year, including continued efforts to enhance rugby infrastructure, engage participation, increase support and visibility for the sport across Asia and monetizing the region’s commercial inventory.
